Effect

Chip Away deals damage, ignoring any changes to the target's stats (i.e. Defense, and Evasion); this includes negative as well as positive changes.

Chip Away does not ignore changes to the target as a result of Reflect, abilities like Sand Veil, or items like Eviolite. It is also still affected by changes to the user's Attack or Accuracy.
