As of 1.1, it can be taught by the Buff Move Tutor of Tsukinami Village Hotel for four Yellow Shards. In 1.0.3, it could be taught by the Ultimate Move Tutor in Tsukinami Village, at a cost of 4 shards of each color. Prior to 1.0.3, it could also be taught by a tutor in Nowtoch City for free.
