Route 14 - Maskara Sea is part of the route system in East Tandor , connecting Venesi City to Tsukinami Village .
Route Description
Travel along Route 14 is extremely dangerous due to the rough and sudden winds from the northeast cutting along the south end of Maskara Island. Boats and swimmers are known to go missing on this seemingly nondescript ocean channel. Several attempts have been made to make crossing Route 14 safer for travelers, including attempts to line the channel with wave breakers. So far, flying remains the safest means of traveling between Venesi City and Tsukinami Village . However, more daring trainers take an alternative approach; using specially trained Pokémon to dive into deep natural trenches carved into the channel floor where they are protected from Route 14's swift and dangerous currents.

If you surface from the very bottom row of the bottom-most dive spot, you can acually bypass the trigger for the pirate double-battle as long as you move down upon surfacing. Otherwise, the battle will trigger; it will aslo trigger if you approach the dive spot from the South.
