Victory Road is the final dungeon, located to the southwest of Legen Town and to the southeast of the Championship Site.
Description[]
Victory Road has multiple sections, including an outdoor area, a cave section, and a volcano section (Mt. Actanite).
The easternmost cave entrance leads to Route 9.
The Legendary Pokémon Actan can be found by going up the waterfall beside the entrance to the cave portion of Victory Road.

Sol & Chelsea are fought in a double battle, where Sol uses Grass types and Chelsea uses Water types.
Trivia[]
- Ace Trainer Elsa is likely a reference to the Disney film Frozen.
- The two ninjas on the bridge can either be fought in a double battle by walking between them, or taken on one at a time by speaking to each one individually.
- Hex Maniac Magrat is likely a reference to the Terry Pratchett's Discworld series.
- Scientist Doug uses the Pokemon mentioned in the Pokemon Trainer Test.
- Elite Trainer Chelsea's Daikatuna is the only Pokemon in the game that knows Razor Shell. Sketching the move is the only way the player can use it in other battles aside from Metronome.
- CoolTrainer Marcus' Dermafrost has Ice Punch instead of Hammer Arm.
- CoolTrainer Ben's Ampharos has Thunder instead of Discharge and his Gellin has Solar Beam instead of Thunderbolt.
- Hiker Barry's Empirilla has Cross Chop instead of Drain Punch.
- CoolTrainer Immanuel's Krilvolver has Lava Plume instead of Scald.
- Pyromaniac Ifrit's Devimp has Torment instead of Inferno.
- CoolTrainer Mercury's Syrentide has Gorebyss' Gen III moveset (Amnesia, Psychic, and Baton Pass) instead of Hyper Voice, Perish Song, and Moonblast, his Chainite has Acid Armor (which it can't learn), Drain Punch, Poison Jab (which it can't learn), and Focus Punch instead of Memento, Night Slash, Phantom Force, and Destiny Bond, his Luchabra has the same moveset as her Chainite instead of Close Combat, Beat Up, Cross Poison, and Dynamic Punch, and his Drilgann has Megahorn instead of Swords Dance.
- The moves of the Chainite and Luchabra do not correspond to those of any Pokemon in the official games. Suggesting either errors, a scrapped Pokemon, and/or Luchabra had different moves capable of being learned.
- Nami Ninja Toru's Luchabra has Drain Punch, Bulk Up, and Poison Jab instead of Beat Up, Cross Poison, and Dynamic Punch.
- Hex Maniac Magrat's Mismagius might be the only one in the game whose moves are not based on its pre evolution.
- Dragon Tamer Dovak's Dunseraph has Endure instead of Dragon Breath
- Beauty Amber has a level 64 Laissure, which isn't possible without hacking due to Terrabbit evolving at level 66
- Beating the Tsuki and Nami Ninjas simultaneously yeilds less money than fighting them one at a time.
